Are 9 Puffs a Day 3 Puffs Each Time 3 Times a Day of Ventolin Ok or Too Much for 7 Yr Old

My 7 yr old came out with a rash on the face after I gave him usual dose of 3 puffs each time of ventolin 3 times a day through a volumatic.

All these days I was using the spacer but a 4 yr old one as no one advised me to change. he would get odd spots around the mouth but not a rash needing treatment.

He also takes the broen inhaler twice a day 2 puffs each time
