Should I Use a Nebulizer Considering My Peak Flow Readings?

I know my asthma problems started with the winter. Winter gives congestion and sore throats which will end up in an asthma attack. I changed to a new place and here, I am allergic to the cats and the molds found in the basement. I am using antihistamine all time in this place. I need answer from anyone who faced the same situation before. If my peak flow is under 400, should I use a nebulizer?
